Carbon Reduction Commitment (CRC)

The Carbon Reduction Commitment is a Government initiative to accelerate the reduction in the UK carbon emissions.  It is a mandatory carbon trading scheme that will cap the amount of carbon emitted by an estimated 5000 organisations which fall within the definition of the scheme.

Who is affected?

Organisations with half-hourly metered electricity use of greater than 6,000 megawatt-hours (MWh) recorded between 1 January and 31 December 2008 are affected by the CRC legislation.  Qualification for the scheme is based solely on half hourly electricity usage. Once the scheme starts, organisations will have to monitor and report their energy use from all emission sources except transport.

When will the regulations apply?

The scheme is scheduled to begin in April 2010, with a three-year introductory phase. The first capped phase will begin in April 2013.
